Application of Supervision Technology in Environmental Enforcement and Construction of Training Environment for Environmental Enforcement Personnel

Lately, the Bureau of Environmental Inspection of the EPA (simply called BEI) has actively coordinated and cooperated with the environmental protection departments of all levels from Special Municipalities, Cities to Counties in implementing rigorous environmental enforcement, which has achieved significant results in the inspection and control of varied pollution sources and investigations of illegalities. Meanwhile, to respond to major environmental pollution cases, the environmental protection laws and regulations have been urged to be amended to reinforce penalties and pollution source responsibilities. Furthermore, law enforcement personnel of the environmental protection departments should have been relatively improved in their abilities to use tools in searching for evidence of environmental crimes, to analyze pollution data, and to trace pollution sources. Therefore, through the development of various work items of this project, we are trying to apply emerging technologies such as image supervision to environmental law enforcement assessment, to record passing vehicles and identify trial license plates through the pilot promotion method, to establish CCTV video facilities to monitor suspected illegal storage sites, to regularly record the monitoring screens by the system, and to establish a supervision test system platform compatible with the on-site equipment, which will notify the inspection units of the identification results. For environmental law enforcement personnel, we have prepared different syllabi for such different levels as the basic, special and evidence-searching investigation tools integrally applied. And then we will plan the idle space of the BEI to be the space for the environmental enforcement training base, and design and produce relevant teaching exhibition boards as the preliminary planning work for the establishment of the education and training environment for environmental enforcement personnel. At the same time, we have drawn up a disposal plan for construction waste (including waste asbestos) from the demolition of buildings as a guideline for the removal of back-end waste and the division of powers and responsibilities. We hope that the development experience can be replicated in the future and applied to waste of other industries.
